Abstract

Early stage development in many countries generally emphasizes increasing production. Therefore, the most appropriate development strategy is to accelerate economic growth by inviting foreign capital and carrying out industrialization. The role of Human Resources (HR) in this strategy is only as an instrument or one factor of production. Humans are placed in an instrumental position and are not the subject of development. However, currently there has been a paradigm shift from production-oriented development to human-oriented development (Human Center Development).
